Globalization has been creating an increasingly deep international integration trend in all areas of social life, helping peoples and nations come closer together to cooperate, exchange, communicate, learn and develop together.

However, developing in the new international context with rapid, complex and unpredictable developments, national culture is also subject to conflicting impacts, most clearly the negative side of the globalization process, market economy and the dominance of new media, the internet and social networks. The country's cultural and ideological borders are also facing many challenges due to the invasion of cross-border platforms.

From practice, it can be seen that in the globalization process, especially in the cultural field, if there is no strong enough filter, lacking courage and creativity, there is a risk of passive, hasty and massive absorption, which can easily lead to a situation where the internal resources and strength of the country are overwhelmed and dominated by external factors, thereby eliminating the diversity of national culture, losing the identity, roots and cultural traditions of the nation.

Not to mention, currently, hostile and reactionary subjects have considered culture as a new battlefield to sabotage, so they have constantly carried out sophisticated and unpredictable plots and tricks.

Currently, in order to promote the soft power of culture, the widespread promotion of popular culture, consumer culture, fashion, cuisine, and entertainment has become more and more popular, followed by new trends, including negative trends that attract young people from many countries to participate. Many people rush to accept new things and then become idolatrous and fanatical, rushing to follow strange trends and lifestyles, gradually losing their identity and not being able to control themselves.

In addition, the development of science, technology, the "throne" of social networks and online, cross-border platforms also pose problems that need to be solved.

It is undeniable that the 4.0 industrial revolution is a leap forward in human civilization, opening up new spaces, bringing convenient services and entertainment to people, towards comprehensive development.

However, the negative side of technological products has been and is significantly influencing people's perception and actions as well as the movement and development of culture.

There are young people who are initially curious and like to explore technology, but then gradually become dependent, addicted to the internet and absorbed in the virtual world, losing relationships, everyday communication, solidarity, sharing gradually fading, many people fall into a state of loneliness, depression, rejecting direct communication in real life. Many young people are lured by bad people, falling into vices such as betting, lottery, gambling, drug trafficking; participating in religious groups with mystical and superstitious colors, leading to deviant behaviors, leaving harmful consequences for themselves, their families and society.

In addition, on social networking sites, many video clips are produced and disseminated with absurd, offensive content, distorting history, going against cultural traditions and customs, violating Vietnamese law. If there are no warning and prevention measures, it will leave unpredictable consequences, the risk of distorting awareness as well as the healthy development of society, especially the youth.

Developing a socialist-oriented market economy is the correct policy and decision of our Party and State. However, in the process of operation and implementation, there are still some people who, due to lack of understanding or deliberately misunderstand or are one-sided about this issue, lead to doing wrong, being incorrect or abusing, taking advantage of policies, taking advantage of loopholes in mechanisms for corruption and waste.

It is a mindset that emphasizes economic benefits, emphasizes and pursues material goals and profits, while forgetting the tasks of cultural development, ensuring social justice and progress. It is also an unbalanced and unsustainable development when some individuals, corporations and private enterprises, for profit, are willing to encroach on heritage spaces, relics, destroy the environment and ecology, distort the natural ecological landscape, pollute the environment, seriously affecting the lives and comprehensive development of people.

Also because of overemphasizing material and economic benefits, many people form a selfish lifestyle, value money, pursue personal desires; are greedy for fame, love formalities, like to show off, and go against traditional cultural values. These manifestations are
