The anti-aircraft artillery position on C4 Hill was established on May 31, 1965, with the main force being Company 4 of Regiment 228, the Air Defense-Air Force Corps. This unit played a key role throughout the first phase of the resistance against the U.S. Empire's air raids at the 'Hàm Rồng Fire Coordinates.'

On an area of about 120,000 square meters, the troops set up an artillery position, which included a command bunker in the central area, two artillery platoons (B1, B2), six gun sections, a clubhouse bunker, and two ammunition bunkers.

From Hilltop 54, many slogans from the soldiers of Regiment 228, Section 4, Company 4, and the people and troops of Hàm Rồng have gone down in history: “Severely wounded but not complaining, lightly wounded but not leaving the position” or “Better to fall on the gun platform than let the bridge fall.” Many heroic examples of courage in battle have left valuable lessons about bravery and determination to protect Hàm Rồng Bridge, such as comrade Nguyễn Văn Điền, who was wounded 11 times but still held his position until he fainted, or soldier Lê Xuân Thanh, the only one to survive the battle on January 18, 1967, who volunteered to stay and fight, continuing as a section commander.

During the years of steadfastly holding the position alongside the people and troops of Hàm Rồng to protect the target, this place became a source of terror for American pilots throughout the 9 – year bombing to Hàm Rồng Bridge. Specifically, from 1965 to 1968, Regiment 228, together with the people and troops of Hàm Rồng, shot down 99 American aircraft, making a significant contribution to the overall victory of the entire nation.

On the 40th anniversary of the Hàm Rồng victory, based on the old artillery positions, the Thanh Hóa Provincial People's Committee constructed a replica of the battlefield based on the accounts of soldiers who had fought at C4 Hill. The bunkers and gun positions were recreated using concrete.
